Probably not. Basically it should much easier to implement for Unix environment but unfortunately I don't have time to develop it right now.

What would you need? A USB to tape recorder trigger circuit? The sampling can be done with every modern sound card... Thinked this a little bit more and indeed sampling can be done with sound card so forget it. Actually need is to have preservation device for tapes that produces checked dump during...

Some guys asked for it already at Finnish forums and I believe there are plenty of people out there who want to write D64 as well. Maybe it helps to sell few units more ;)

This might be hard to fix but I got one idea.

The disk should be out of the sleeve. Then put it between two filter papers on flat surface. After that put a flat weight on it and wait few hours.
